Government change the constitution to take land
If there is enough votes to push the change through the constitution citizens property everywhere will be in danger. The government will own the land before it decides to distribute it to black owners whether that is one guy or a group of people. The title deeds that these people will receive will be split up amongst many land owners.
Pros (for only one group of people)
Lots of black people will own land to farm on.
Cons
Distributing the land by government will be a logistical and administrative nightmare for an already inefficient and incompetent administration. More people have to be employed to deal with issues regarding new land owners and farmers.
With no farming skills and lack of knowledge black land owners will mismanage the farm and fall behind in food production which in turn will lead to food shortages for South Africa. New farmers will face a lot of problems while they are still learning the ropes and can lead to problems stacking up overwhelming the governments ability to deal with issues effectively.
Then there's the question of upfront funding. Initially the government will have to fund these farmers so that they can buy machinery, implements, seeds, fertilizer etc. Once the farmers have everything in place they will start farming just to run into their first problems i.e. crop failure, drought, machinery breakdown etc. The government will have to bailout these failing farms until they can sustain themselves. In the end the governments budget will be depleted and farmers will have no choice but to leave the farms.
At the other spectrum of this scenario you will have white farmers going scorched earth. They will strip the farm of it's infrastructure and move all their machinery and implements somewhere else leaving the farm barren.
Farming is very specialized and to start off with all these problems facing you will inevitably lead to failure.
Government does not grab white farmers land
Pros
The government only takes land that was previously taken from black people by means of relocation.
Once the white farmers are reassured that their farms are safe these same farmers will be more than willing to help black farmers get of the mark.
White farmers can do contract work for the government by training black owners on how to farm commercially. All parties will benefit from this agreement where the government will safe money on hiring more administrative staff, spending money on training and education. The black farmers will learn from the best while farming and the white farmers will earn extra money from the government to train the new farmers.
