What is a mandatory reporter?

Making a legal report to CPS based on reasonably suspected neglect, abuse, or endangerment is not harassment. It is not illegal. And it is required by law to do so. If you fail to report suspicion of maltreatment or endangerment, etc... and something bad happens to the child then you can and will be found guilty if proven you had prior knowledge.
