The Russian telecom regulator Roskomnadzor has demanded Google and Apple to take Telegram out of their app stores.
Russia has been having a troubled relationship with Telegram for quite some time, because the app refuses to hand over the encryption key to the Russian government. A Russian judge banned Telegram in April, after which Roskomnadzor blocked the app in the whole country.
It's not clear what the consequences might be if Telegram doesn't give in, but this week the Russians blocked 16 million IP addresses, such as Google Cloud and AWS, because they are being used by Telegram.
