You see, this is a question, not a statement! The media(in Brazil) announced a 80% coverage of influenza vaccination and there was an outbreak in the capital SãoPaulo (site remove the news)http: //goo.gl/hYTIr which has not reached the target was 70% completed, is not it? Now how can there be an outbreak?

To be an outbreak there needs to be a favorable condition the spread of a disease, otherwise it would only NORMAL spread. That's what I understand, is that I'm wrong? IF 70% were vaccinated at least 30% and was not immunized as there may be an outbreak? Or this was not an outbreak? or was an outbreak and the favorable element to the outbreak was the vaccine? Now another question that I have, the laboratory producing the vaccine is Roche right?
