Why do the top accounts get the most engagement? Because they create such awesome content. If that was they case they would go somewhere else and make a lot more money. Its because top SP accounts give out the most rewards and when you dont or cant get noticed organically youre hoping for a witty comment to get the author to check out your comment and either follow you for future upvotes or upvote some of your content.
