In the 1970s offshore tax havens were a way to hide money from predatory governments or a way for banks to deal with currency fluctuations. Today they are an international system of corruption that lets the rich and influential avoid paying their fair share of tax to support public institutions, defense, infrastructure, and the "public good". Ruled by secrecy and a labyrinth of laws that only paid-off attorneys can defend, it is the realm of the elites and oligarchs who have created their own new world order where only the under-privileged and anorexic middle class are left dangling on the hook to pay to keep enlightened civilization afloat.
It's a system of money abetted by corrupt politicians who themselves embrace the perks tossed to them by the expanding billionaire class and corporate raiders. A vampiric play area where millionaires fraternize and aspire in greed. Tax havens rob the economy of wealth and essential services and opportunity and create an atmosphere of scarcity and oppression instead of a renewable economy of abundance and visionary exemplars. An infirmed economic system lies still as paradise burns towards its own demise on a distant shore.
