When I saw the dragon sculptures in a temple in Cebu city, I immediately thought of Shenron. He is an anime(japanese cartoon/animation) character from Dragonball that comes out when all of the seven dragon balls are collected. He grants wishes to the one who summon him but the wishes he can grant is limited to the power of his creator.
