Of course one man's trash can be another man's treasure, and though the city may not seem to live up to current Western standards, it has a well-deserved reputation -- principally the architecture. To Russe's credit, the mayor seems to have chosen the more appropriate way of spending EU funds, so the buildings have been fixed up since then ;)
