The electronic digital sign is located on private property which was discovered after the current owner purchased the site for his business a year or so earlier. More than likely a surveyor missed a point or a contractor misread the plans.
The state can't just use peoples land without their consent and compensation so it was going to be my job as intermediary to negotiate a settlement between the State of Colorado and the property owner and avoid the reverse condemnation process and legal proceedings.
