This is Phyllostachys edulis aka "Moso".
As its name (edulis) already tells us it has edible shoots. They have to be boiled or pickled before consumption but after that they taste amazing and are a good source of fiber. In fact all shoots of the family Phyllostachys can be eaten but the Moso shoots taste especially good! Here are some pictures of Moso I took the other day.
