This is a rhododendron leafhopper (Graphocephala fennahi), rododendroncicade in Dutch.
It is native to the USA, but not to The Netherlands, where I found this one. Is was probably imported together with a rhododendron plant:

This is the cicade I see the most here, a green leafhopper (Cicadella viridis), groene rietcicade in Dutch:

It is native to The Netherlands, and so is this more brightly coloured, but rarer black-and-red froghopper (Cercopis vulnerata), bloedcicade in Dutch:

All these beasties are a pain to photograph, as they are tiny and jump away at the first sign of danger.
