This damselfly with the expensive paint job I saw yesterday is one of the spreadwings (Lestidae), pantserjuffers in Dutch, small at about 35mm (1.4") in length.
It was hiding in the grass, but I saw it, so it wasn't very good at hiding:

At some point it spotted me and put its blade of grass protectively between it and the big eye, and started staring with its big brown eyes:
