It looks like a light, with a bauble of some kind underneath. Actually, the round form makes me think of those plastic fluorescent balls you get, they have those bubbles inside, and when you bounce them, they are small, fits in your hand, they bounce very high!!! Otherwise I would say, bubbles in an aquarium.
