This is Nevsky Prospect (Не́вский проспе́кт) in Санкт-Петербу́рг (Saint Petersburg), Russia.
It's the main Street in Saint Petersburg, named after the Russian Prince, Alexander Nevsky.
It really is the heart of the city, especially at night. I was lucky in that it had just been re-paved and was closed to cars. It turned into a Friday night party with hundreds of people and a number of live street bands. Saint Petersburg is very different from Moscow, but equally breathtaking.
