This is actually one of the 2 main problems with STEEM. We don't have a proper constitution resulting in a stake based democracy instead of something like a republic. The other was the POW mining. Early on I was glad to hear mention a constitution i one of the old presentations I watched and I can't think of any other coin with better initial distribution tan EOS.
