Rotom The Pokemon
The Pokemon Rotom is an electric and ghost type Pokemon. Rotom does have other forms as it can change into different appliances and devices. There is a Heat Rotom, Wash Rotom, Frost Rotom (fridge), Fan Rotom and Mow Rotom. Screenshot from Bulbapedia is shown below.

Card Profile - Rotom V
Rotom V is a basic two prize Pokemon with 190 HP with a nice draw ability. The attack is not great for many decks except for decks built around it with Tool cards.
Its ability of Instant Charge lets you draw 3 cards on your turn. When this ability is used, your turn ends. This ability is for when attacking is not a good option. (Remember that the turn ends after an attack) Instead of attacking you can use Rotom V to draw more cards for a better next turn.
In the Pokemon TCG drawing cards are generally considered positive as more cards give you more options. Counters to Rotom V include hand disruption cards like Judge, the ever popular Iono and Roxanne for late game play.

Decks That Use Rotom V
One of the most popular competitive Pokemon decks that use Rotom V is the dark Charizard ex deck. The main goal of the Charizard ex deck is set up Charmanders and Pidgeys at first, then use Rare Candies to evolve from Charmanders to Charizard ex and from Pidgey right into Pidgeot ex. The stage 1 evolutions being Charmeleon and Pidgeotto are skipped when Rare Candy is used. There are turns where no attacks are used. Instead of attacking you can use Rotom V to draw 3 cards and then end your turn.
Rotom V can be used in other decks that have Stage 2 evolution Pokemon. These include decks that feature Tsareena ex, Meowscarada ex, Tinkaton ex and maybe Alakazam ex. These mentioned decks are not as popular as they are not super highly competitive. Maybe a few cards or adjustments can be made to make these decks better.
Rotom V is a nice card that provides additional draw support. It is not used much for attacking and is vulnerable to large attacks of 190 damage or more. Not every deck benefits from this card but in a few decks Rotom V provides good benefits in the early game. Draw cards until you evolve and attack.
