The title is kind of wrong, this guy's name is Jacob Rothschild he was born in 1936, very difficult to think he would have created Israel when he was 12 years old. In fact they are talking about the Balfour declaration, this was sent to Walter Rothschild, 2nd Baron Rothschild in 1917.
