If one were to look at the insulin scene, it's basically one giant conglomerate controlling the supply. It's an artificial monopoly; government interference can break it off, but the problem stems from the laws on intellectual property. I'd say that a decrease in the duration of exclusivity in which a particular product can be singularly produced by an entity would help a lot.
Although were that to happen, you'd likely see a flight in intellectual capital as they'd be registering their patents under Fuhrer Merkel's Fourth Reich instead. So it's a bit more complex to deal with.
