When there are enough to fill two 8-PAC's, when each 8-PAC has reached a consensus on next action steps, a 2nd level 8-PAC (8P) consisting of the two delegates elected from the two root 8P's would meet to discuss the two consensuses reached, deliberate and come to a more concentrated consensus.
The two delegates would not reach this consensus on their however, they are just speaking on behalf of their respective root 8P's, and during that 2nd level meeting, the remaining members of the root 8P's listen, to
a) check their delegate is speaking correctly as per the agreed consensus
b) to hear the consensus from the other group(s)
c) to revise their consensus if they decide to based on hearing the consensuses from the other 8P's then advise their delegate via text message.
The delegates then speaks again in 2nd level meeting to advise of any amendments. So this continues until there are no longer any changes in consensus from root 8P's and a concentrated consensus has been reached in the second level delegates 8P.
The matrix is then dissolved and action step(s) are taken by the members.
When a new group consensus is needed for further action steps, before meeting questionnaires are sent and completed by all members. Based on answers members are shuffled into different 8P's where appropriate (to ensure max cohesion in each 8P) then the matrix framework is filled again by members and meetings take place.
