tldr; The emission rate is the same as before HF28, only the formula for calculating inflation changed.
I'm happy to see a reduction in Hive emissions and inflation, if I understand it correctly. It was way too high...you can't just keep spewing money out there into the wild and expect it to keep its value. Sorry, but that's not how it works.
