How should I manage my privacy policies and terms with companies?

We're at a Startup Weekend working on a project regarding privacy policies and how people and companies manage them. What do you think about not reading terms & conditions and privacy policies being unreasonable?

Do people care about their privacy and do they understand what they sign up for when registering for services?
