How does one submit a proposal?
You need to make a Dpoll survery labeled "Should The new dao fund {X project}? And then add a yes/no answer choice. USE THE TAG "THENEWDAO"
You should also ask for an amount based on 
{EXAMPLE: I would like a 3 week delegation of 3k Stem}.
Then it's up to the community to vote.
Meanwhile I recommend having a post ready about the project. Then you can link people onto dpoll which will help the voting number be more honest {higher number of votes}. You can also make a long form post about your project.
Is there any accountability?
Yes. Developers will be required to submit a weekly report. This report should be detailed and include future goals for the next week. HERE THE COOL THING. We will vote on all these reports heavily! THat's the way we will act as a DAO except theres no liquid Hive pool.
We will also make sure people don't vote with alts and this type of thing.
What does the future of this account hold?
Unlimited potential to curate any hive users project through voting on proposals in a decentralized manner. We could create a New Proposal system which is more transparent, more decentralized and who knows .. maybe even more powerful than the "real" system.
