Reporting a Reward Pool Abuser:
We all know that Steem blockchain distributes a limited reward to all active users according to their contribution to the platform. So we all get a small share of this limited reward pool which is currently worth only about 46,000 Steem a day. So if anyone abuses this reward pool, your share of rewards gets smaller. Always report such abusers at Steem Cleaners for the sake of community and YOURSELF.
Reporting a Content Abuser:
When posting someone else’s content as your own i.e. copy-pasting a content rightfully owned by someone else, that person is trying to get an unfair share of reward pool by just copy-pasting or plagiarizing a copyrighted content.

There can be several other categories of abuses of which we should be careful of and try to dissuade such people. I just reported the following account even though I ain’t very sure of it. Many of the established accounts are in its player-pool:

Some Notes on This Apparent Scammer And Reward Pool Abuser:
MinnowSteemWin claims to run a lottery every 3 hours. But the results of the lottery are not being declared at a regular interval of 3 hours, sometimes only once a day.
The account is making duplicate posts of its results like 1 & 2 or 3 & 4. All these 4 posts have same Potsize, same winner and have been upvoted by multiple upvote bots to abuse the reward pool. The winner too seems to be related to this account according to the transactions in its wallet.
Although there are 4 posts to declare a winner, winner was paid only once.
The account claims to reward 0.3% of total SBDs in its wallet as the lottery prize. But a part of these same SBDs is being used to buy upvotes for its posts from paid upvote bots.
A part of the total SBDs in the wallet is also being used to buy upvotes for the account who has been declared a winner in the posts mentioned in point 2 above.
Account invites minnows to play this lottery by paying 2 SBDs for a lifetime of participation in these lotteries which take place every 3 hours. After paying once, you need not do anything to play. Does that sound reasonable to you?
It claims to pay 0.3% of its wallet SBDs as lottery prize but in reality pays less than 0.1%.
This account has a website to provide detail about this game for all the minnows. If you can check its Hall of Fame list, you will find that the user who won most number of lotteries hasn't yet recovered half the price he / she paid for participating in this lottery. That user has won an astonishing 41 times but aggregated only 0.72 SBD in all.
The whole point of this account seems to me that it wants to make the same repetitive posts every 3 hours to buy upvotes from bidding bots in every voting round and abuse the reward pool. It keeps post rewards in double figures so that these does not appear in trending but still gets triple figure rewards every day.
I’d like to caution everyone here to participate in such apparently fraud schemes.
