it prevents abuse by tracking who votes and whos received votes, if you post every so often you should be able to get what you can get from it. when youre behind, you will get more votes, when youre overpaid, it will spread to other users a bit first, you will get all your outstanding votes as fast as possible so all you have to do to catch up with votes is keep posting.
