As a victim of police extortion myself just 2 months ago, I strongly agree with what Dato' Seri Tiong King Sing （拿督斯里张庆信） proposes.
Almost every Malaysian aged 30 years or above that I've talked to have experienced police power abuse at least once in their lifetime. Not to say that every Malaysian police is corrupted, but the percentage of corrupt & incompetent police is way too high.
According to Transparency International’s 2024 Corruption Perceptions Index, Malaysia scored 47 out of 100 and ranked 61st globally — a decline from its 51st position in 2019. The police force has long been regarded as one of the high-risk sectors for corruption. Internal investigations revealed that in 2023 alone, corruption complaints related to law enforcement agencies accounted for nearly one-third of the cases handled by the Malaysian Anti-Corruption Commission (MACC).
Taking action against police power abuse is a daunting task. For my case, it took me several days seeking pro-bono legal assistance from various parties before I made the decision to make a police report.
The amount of time & effort spent and the pressure faced for an average Malaysian like me to seek justice is tremendous. For every case formally reported, there are dozens or even hundreds of cases went unreported due to various reasons. The current SOP of merely transferring corrupt officials to lower or redundant posts clearly have no significant effects on clamping down police power abuse and it clearly imposes a heavy burden on taxpayers.
I urge Malaysian government to release actual historical data & facts regarding police corruption and all followup actions taken. Malaysia can never move forward if we don't have open discussions on police power abuse issues.

作為兩個月前才親身遭遇黑警勒索的受害者，我非常贊同拿督斯里張慶信（Dato' Seri Tiong King Sing）的建議。
幾乎每個我認識的三十歲以上的馬來西亞人，一生中都遭遇過至少一次的警方濫權。並不是說所有馬來西亞警察都貪腐，但大馬黑警比例實在是太高了。
根據透明國際（Transparency International）2024年的清廉指數（Corruption Perceptions Index），馬來西亞得分47分（滿分100），全球排名第61位，較2019年的第51位有所下降。警察部門長期被視為貪腐高風險領域之一。內部調查顯示，僅在2023年，與執法機構相關的貪腐投訴就占了馬來西亞反貪會（MACC）受理案件的近三分之一。
對於像我這樣一個普通大馬人而言，為了追求公道所花費的時間與精力，以及承受的莫名壓力都是巨大的。每一起正式舉報的案件，都是數十甚至數百宗因各種原因受害者沒有舉報的案件的冰山一角。當前僅僅將黑警調任至較低或冗餘職位的SOP，顯然無法有效遏制警方濫權，並且對納稅人造成沉重負擔。
我呼籲馬來西亞政府公開黑警事件的重要數據以及相關後續行動。若我們不對警方濫權問題進行公開透明的討論，馬來西亞將永遠停滯不前。
在此，我呼籲：
1。各造要求馬來西亞政府政府作出正式回應
2。台灣政府向馬來西亞政府就此黑警性騷擾事件作出外交交涉，在馬來西亞政府給出滿意答覆前，向馬來西亞發出旅遊警告
3。向國際組織舉報並協商對策
