Claiming they aren't trying to get the exploits into the wrong hands one minute, then selling it to anyone and everyone the next.

You know... if the NSA would disclose exploits instead of hodling them (and buying them from 3rd parties!) then people like the Shadow Brokers wouldn't be able to sell them.
