if you want to be a Pro spammer you have to be know the basis of hacking such as :
1- how to deal with systems (lunix ,windows ..)
2-how to use some internet protocols like (ftp ,smtp ,POP3 ..)
3-understanding basic languages like (html ,php,javascript ) when i say understanding that means you don't have to be professional ;)
4-you have to know how to deal with proxies and ips
if you have a good knowledge with operation system you will be able to install a lot of tools(tools like xampp or apache) those will help you to test your scama .
spammer have to use ftp to upload his scam to the host where he will installed depending on vulnerabilities found on the host server.
HTML and php languages are so important to create your scama which will need to be the same design with the original website (like paypal or neteller ..)
and finally you have to know how to send inbox your target victims using smtp protocol to avoid email blacklist and spam filter
and the only thing you do is to wait for next victims and check you email for incoming credit card and bank info
