Lo que se conoce como redes de barrio en Cuba no es más que conexiones entre teléfonos, computadoras y todo tipo de dispositivos mediante wifi o cables de red, este fenómeno es totalmente independiente y estas redes son totalmente offline (sin estar conectadas a internet), en Cuba debido a la gran necesidad de internet, esta fue la solución de los más jóvenes para poder jugar entre amigos y compartirse todo tipo de archivos.
Hasta hace apenas unos 3 años la gran mayoría de los cubanos desconocían lo que era Internet, el gran analfabetismo tecnológico que existe en mi país es porque para el gobierno internet siempre fue visto como una amenaza, como algo que podría organizar manifestaciones y que el pueblo se revelara en masa contra los dictadores, internet es aún considerado peligroso por el estado cubano porque existen muchos sitios que muestran la verdadera Cuba, lo que no muestran los medios oficialistas, la verdad de cómo vivimos los cubanos de a pie y eso nunca fue del agrado de la dictadura comunista en la Isla.

No fue hasta el año 2015 cuando el estado cubano comenzó a crear las primeras zonas wifi en parques públicos, donde una hora de conexión a la red de redes tenía un valor de 4,50 Dólares por cada hora, casi el 20% del salario mensual del cubano medio por una hora de conexión. El gobierno no tenía otra opción, eran muchas las críticas dentro y fuera de la Isla, Cuba es aún el país con el nivel de conexión más bajo de Latinoamérica y hoy el precio del internet es de 1 dólar por cada hora de conexión, por lo que si un cubano quisiera estar todo un mes conectado el precio sería de 720 dólares, cabe destacar que el salario medio en Cuba es de unos 25 dólares mensuales, sin dudas es el internet más caro del mundo.

Por el año 2009- 2010, comenzó a florecer en Cuba lo que hoy se conoce como Snet, un proyecto que comenzó en muchos lugares como una red de barrio, donde varios amigos se conectaban en la misma cuadra para jugar y compartirse archivos, Este fenómeno que de manera espontanea comenzó a crecer hoy se ha convertido, una red con miles de usuarios conectados entre varias provincias, el estado no ha tenido nada que ver en el proyecto y muchas veces estos jóvenes emprendedores han sufrido el acoso de la policía y el decomiso de los costosos equipos que conforman esta red.
En Cuba equipos como routers inalámbricos, switches y todo lo que tenga que ver con telecomunicaciones es prohibido y no se comercializa en las tiendas del estado, en la aduana si alguno de estos equipos es detectado es decomisado inmediatamente porque son prohibidos para la importación. Existe todo un mercado negro donde los cubanos comercializan con estos equipos como Nanostation, mikrotic y todo lo referido a conexiones. Muchas veces los robos de estos equipos son frecuentes por lo que se deben tomar medidas de seguridad donde son instalados, existen dispositivos hechos en casa y hasta alarmas instaladas en las antenas wifi.
Estas redes offline con millones de usuarios conectados ofrecen múltiples servicios, desde redes sociales donde interactúan los usuarios de varias provincias, servidores de juegos hasta paginas de anuncios clasificados para la compra y venta de todo tipo de artículos.
Debido a las dificultades para importar los equipos necesarios para las conexiones muchas veces las antenas wifi son de fabricación casera y los cables deben ser ocultados para evitar los frecuentes operativos policiales contra estas redes.
