How about instead of putting a hard cap on under leveled cards, we would use a softer discouragement like underleveled cards cost 2 mana more (was thinking 1 mana, but that could be misused in odds and evens). I do think some l1 legendary cards should be playable on all levels. Like Yaba. What if level caps would not touch promo cards?
