With users that do not have the financial means to invest into STEEM (which is the best and fastest way to improve your influence and voting weight here on the blockchain), there is an option to leverage a little amount of Steem Power by delegating to the curation service

No Steem Power to Delegate? No Problem, You Can Still Receive Upvotes!
You can still become a member by following the membership requirements above and receive one $0.01 upvote daily, it's a start but not as effective in dealing with the dust issue if your upvotes do not total $0.02 or more (unless you self vote or receive enough votes to break this threshold).

Also worth to mention that it is recommended that you keep some Steem Power in your account with the recent Hard Fork implementation to allow you to continue to vote and post, so it is not recommended to delegate all of your Steem Power to the service.
