I'm sure you have enough answer to this already but I'll just add a few note of my own.
First understand than Steemit Inc is different from Steem. Steem is the public blockchain while Steemit Inc which is headed by Ned is a private company that makes a lots of developmental changes on the Steem blockchain.
So if Ned quit Steem, Steem will still be operational, as long as we still have witnesses to host the blockchain.
But note that if Ned abandon Steem, it will come with a lot of issues to Steem that will affect Steem negatively. First, most people who hold stakes on Steem might panic and sell off their Steem because they've lost trust in the project.
Ned and Steemit Inc holds a lot of premined Steem, which if dumped too much at a time will negatively affect affect the price of Steem in the market.
But even at all this, Steem will still move on even if some stakeholders and developers decide to quit the project.
