As much as I want to claim that it's a tiny brass mook jong training dummy for my army of miniature Bruce Lee clones, it's not yet April 1st. In actual fact, it's a hole borer for rubber stoppers. The bottom has a mildly sharp edge, the inside is hollow, and you can press down on the arms and turn.
I use this most often to create through holes for sampling and feed lines in bioreactors. A few other uses for it in a microbio lab are to cut out little coupons of solid substrate and make agar plugs to test the effects of various chemicals (often screening for inhibition) on microbial lawns.
