Steem Basic Income
Steem Basic Income is a social experiment to bring a basic income to as many Steemians as possible. Members join by sponsoring others into the program. Steem Basic Income is delivered through providing regular upvotes to member content.

. We currently have 3579 members that have posted within the last 28 days. Unfortunately the members that are not posting are not receiving upvotes. There are currently 41567 'shares' in the program, and it grows every day.
Pool 1 accounts voted

With so many inactive members, we have only been able to upvote 285 of the members in pool 1! This represents a 29% inactivity rate in pool 1. We will continue to move inactives into an inactive list after 4 weeks or so. Since rebalance cycles take time to process, the exact cutoff for movement to the inactive list is flexible.
When a member on the inactives list begins posting again, we see that in our data refresh and reactivate them into our lowest pool. From there they begin moving up through the pools again as we continue our rebalance cycles.
Management shares are created at a rate of 5% of regular shares. Since has not been posting frequently enough to get value from his management shares, most of them are temporarily assigned to
until the automation project is finished. With the removal of share limits by pool, this leads to
taking a more significant portion of higher pools as shares gradually consolidate upward.

We have been doing share consolidation upward in a gradual way as we proceed through rebalance cycles; not moving more shares upward into the next pool than can actually receive value (e.g. if the shares would cause upvote weight to exceed 100%, then they are not promoted up yet).
Many of the larger members of pool 2 had their shares promoted into pool 1, which left with an even larger proportion in pool 2.

. Since the account was low in the pools, it has been gradually climbing, but the measured approach to advancing accounts leaves it spread out across multiple pools, with 100% upvotes from each.
It will continue to shift upward gradually until all shares consolidate into the main pool, or until we release our full automation, whichever comes first.

Under our current partially manual system; we configure voting rules for each account using either steemvoter or steemauto. This leaves us somewhat subject to the caprice of these platforms and their various server issues. Sometimes votes are missed inexplicably, and sometimes changes to voting rules don't actually commit when we submit them.
After investigating why and
still appear so high in the voting weight, we found that their voting rules were still at 100% in
, even though they had been configured to 1%. Now that it has been fixed, these members can expect for their upvotes to be cut significantly.

, we can expect to see him dominating in the lower pools until we gradually move all his shares up to the main pool over the next few rebalance cycles.

As we continue rebalancing and migrating larger share counts into the higher pools, this will become the characteristic look for lower pools. A few larger slices as accounts move into the pool, take a high slice for a week, and then pass out again on the next rebalance, but the bulk of the voting power distributed to the 'long tail' of accounts with only 1 or 2 shares.
Since the lowest upvote we provide from any pool is 1%, it is very normal for smaller accounts to gradually fall to lower pools as higher pools are dominated by larger accounts. Since the SP targets are the same across all pools, this does not disadvantage these members in any way. In fact, since moving larger members up sometimes leaves lower pool with SP multiples higher than target level, it's creates an odd effect where members in lower pools actually earn a little more than they should for short periods of time.
The dynamic pool selection under the new system will continue to upvote most smaller accounts from lower pools, but they will stop receiving 'extra' value from it. Similar logic applies in pool 8. The only real surprise here is that the upvote percentage spent on is only 3.9%. We have not been getting as many updates out lately, as we have shifted focus to testing the new systems in preparation for our move to full automation.
Pool 9 upvotes come from

We have been enrolling new and reactivated members into pool 9. Typically the largest slice in the newest pool will go to somebody that enrolls with enough shares for 100% upvotes and has not been moved up. Assuming something unexpected isn't happening here too, we should expect the breakdown to look a little different by the next Voting Report.
Pool 10 upvotes will come from 
We were hoping to stick with 9 pools, since there will be less need to expand to more pools after we move onto our automated system. Since it is not ready for launch yet, with pool 9 past 400 members and more than 100 members waiting for their enrollment to be processed, we ultimately decided to open a 10th pool.
New members are starting in pool 10. It will be rate-limited to once per day, similar to pools 8 and 9, until we launch the fully automated system.
Conclusion
Since we want members to receive their full bonuses from upvoting, the goal for how many upvotes are needed to reach the full bonus will continue to be based on our actual number of updates, instead of our target of once daily.

If you want to get involved, or to increase the share of basic income that you receive, enrollment is pretty straightforward:
Just send 1 STEEM to . Include the name of a Steemian to sponsor in the transaction memo (preceded by @). You and the person you sponsor will each receive 1 share in the program. You can sponsor any active Steemian, it does not have to be a current member. If you sponsor yourself, or do not sponsor anybody, we will assign the 2nd share to an existing member.

The official currency for enrollment is STEEM. though we are currently accepting SBD for enrollment transactions. There is no additional value received for using SBD instead, so we still recommend that members submit their enrollment transactions using STEEM.
Most enrollment transactions are processed within 6 or 7 days.
