I've used IntelliCAD before and it is as good as AutoCAD. It is definitely a cheaper option for Engineers, Architects and Designers to use to make CAD drawings either in 2D or 3D. Eventhough IntelliCAD is able to read or recognise drawings made with AutoCAD or AutoDesk, but it doesn't work vice versa.
