Amazing Pattern of New Account creation, a week of a few hundred ac...

I have noticed a very interesting patter while looking up the very strange low account creation per day stats from Hive account@penguinpablo who publishes daily steem stats reports! I really see a pattern here, every week there is a few days of low 100-300 a day approvals and then a spike of 10 to 20,000 or more approvals a day all the while we have a STEADY constant demand for accounts and signups, and people are just getting in line and approved at different times because they seem to have some problem with someone working part time. Someone being on vacation or someone not being able to work full time seems to be the problem since this system was admitted to be a manual process transitioning into an automated process.
