In the original Steem white paper it said that "long tail content" would be able to get votes and earn money over time.
However, the current voting rules only allow votes on content that is less than 7 days old. This means that less popular "long tail" content will never get seen in time for the votes to matter.
The solution to this is to change the rules so that all votes on any content get rewarded, regardless of how old the article is. This would bring Steem back inline with the original white paper.
