I don't actually get this. Why would Steemit implement a penalty for self-voterd when they incorporated that feature in the platform? If they will only punish people for self-voting then they should have disabled it. Besides, there is a button to automatically upvote your post before submitting it. Another thing, if Steem will punish self-voters, then the platform is not decentralized anymore.
Steem Power is someone's stake. Let them do whatever they do with it because it is a prerogative of a person to upvote himself.
There are some whales who claims they don't upvote themselves but if you are going to look at their post, their upvoters are accounts they own, like their own bidbots. It happens here on Steemit. If you have a small account, all you can do is accept the fact that it happens.
Not all self-voters are abusers. Some people upvote themselves because they cannot expect anyone who will upvote them. How will their accounts grow if nobody supports them except themselves and other minnows?
If you don't like self-voters just ignore them. Accept the fact it happens. Other people do worse than self-voting.
