1% is perfect and if we allow the User to delegate it to the Reward Pool or Creation Fee Pool to help keep it fairly sustainable would be cool.
Provided they are Verified first and have a REP score of 45 or better. This is too limit exploitation and abuse. Also it is proof that work was produced and interest is deserved. Cancelling out a 'something for nothing' attitude.
