Is the problem with the new comers or with the system itself that is not well and clearly explained for new comers ? Do you think new comers are going to read 100 PDF pages to know what is this all bout ? Or it should be clearly stated how the repartition works. The problem is not about the new comers, is about how things are explained to them.
