Everytime you comment or post something, it takes $ aka steem power which is steem which is usd. You are given a free amount of steem when you sign up. But if you are making blogs and uploading pictures and such, its all happening on the blockchain with transactions, moving money all around. Give it some time, take the chance to brainstorm for your next blog or find new people to follow. It is a good thing that bandwidth stops you from posting and such, cuts down on spam.
