I have an Idea. I think the best time for you to delegate steem power is when all the contest are over. You will post a list of the names of the people on the payroll won the contest and the total amount they are to receive. I am designing and app to help the steemjet community in the secretarial works. Will be done next month or so.

Now when the contest are all over you will pay off those who wants the 50% liquid steem and then the ones who wants to be paid in upvotes will still be on the list for upvotes.

Four selected and trusted/hardworking members (say dim board of trustees) will receive some steem power in delegation and the list will be divided into four different parts. Each of those delegate will face a responsibility of upvoting winners on his/her own list till the payment is completely complete and must keep the records in the format you have been doing to update people about their paid/owe amount. That way will be much more faster and we can move on to more contest that will promote steem to be globally adopted.
