Is powering down worth it when your Steem Power is low?

After reading an article by Hive account@cryptos How To Power Down Your STEEM POWER The Smart Way  I was intrugued by the fact that everyone could power down no matter how much their STEEM POWER is. As I was curious about it I was about to initiate a power down, but I saw a warning message saying that if I have less than 5 STEEM POWER after power down it can leave my account in a unusable state. So, my question is: Do we really can power down if our STEEM POWER is low and is it worth diong it?
