Steemit Power Down ?

Hello Steemit peoples, sorry if this is a noob question but when I tried to power down I received this message, is this normal?(I used my Facebook account to create this accout)

Account registered by another account requires 10x account creation fee worth of Steem Power before it can power down

I tried to search this on the search bar however I could not find exactly posts that were related to this.

Please Help me.
