Black Feathers and Costumes!

I'm not really sure what his costume theme is... but surely, there's something there?
Right? I am sure someone can tell me? Maybe?

Those heels have to be murder for walking the entire parade route, right?

... and I am hoping lots of sunscreen, because the sun was strong, and we all know, black outfits in the heat of the summer sun can be tough!
