The child welfare services on it's own is really a wrong establishment that separates families from their loved ones and I'm not surprised of a criminal organisation that predates on children and human right, suffices from within it. I think governmental involment won't help stop this, I think people need to be educated and made aware of this kind of issue, so they can stay at alert and be very careful.
