So, i checked into Hotel Palmas del Sol. Nice Hotel as far as i can say, never been to one before. Has a pool, friendly staff though with most of them i could not communicate verbally much, i am still learning spanish. It has become instinct to say gracias though.
Breakfast was included in the currently ~23€, Dinner Buffet was 45000 Guarani (aka 45 mil) and quite good.

I was never a friend of cable management myself anyways. These cables do have insulation on mind, they arent simply blank cables.
Everywhere in asuncion those holes, sometimes filled with stones, sometimes covered with improvise covers, sometimes just open, and half the time that they are covered a proper cover.
They know to be frugal here.
