Be they civilian or government agents...Will ALWAYS find a way to gain access to them regardless of ANY laws which are designed to curb or prevent this availability. Therefore all these laws do... ALL THEY DO... Is ensure that ONLY bad people with evil intentions... have them and that all others are at their mercy.
