it's a real document, unfortunately it has no legal standing because it was filed by a group (National Liberty Alliance) that has no authority to operate as a Grand Jury. Hope that helps. The lawsuit it's associated with was thrown out by the Judge last July 2017, although NLA keeps submitting their own documents (such as their "indictment") and the Court keeps striking them down because suit is closed.
