Mannabase (formally Grantcoin) is attempting to introduce the first blockchain based UBI system (Roadmap below). I haven't fully read the details about the system but I believe that people should sign up (it costs nothing) in order to participate in the pilot of this coin. Like first riding a bicycle, there might be accidents but one needs to climb on the bicycle in order to ride.
