So Rishi Sunak is working to improve the Northern Ireland Protocol that Boris Johnson negotiated (which everyone agrees isn't working).
But even though details of the new deal arn't out yet (though the DUP who have seen it say it's "promising"), Boris has already claimed that the deal isn't good enough - though odds are that it's a darn sight better than the deal he negotiated.
Basically Boris just wants to destabalise Rishi, believing that he can become Prime Minister again. Despite being chucked out by Conservative MPs, and then being rejected a second time in favour of Rishi Sunak when Liz Truss fell.

Though voters as a whole prefer Sunak, Tory voters prefer Boris Johnson. Though it must be noted that Tory voters have shrunk to just 23% in the polls. Sunak is trying to win back former Tory voters who switched to LibDem and Labour after the debacle of the Boris Johnson and Liz Truss premierships.
If Sunak can pull off a successful new deal on the Northern Ireland Protocol, he might win back those lost Tories.
